Emergency Travel Document
The Embassy of the Republic of Lithuania to Ireland issues a temporary travel document, a European Union Emergency Travel Document (hereinafter referred to as ETD) in cases when passport, ID card or travel document has been lost, stolen or destroyed, or if persons are unable to obtain passport, ID card or travel document by other means within a reasonable period of time, for a single journey to the EU country of citizenship or the EU country of residence or, in exceptional cases, at the request of the person, to another destination.
Who can apply?
ETD may be issued to the following persons:
- citizens of the Republic of Lithuania, including minors born abroad whose one or both parents are citizens of the Republic of Lithuania;
- unrepresented citizens of the EU;
- citizens of the EU who do not have a diplomatic mission in the territory of the EU;
- after assessing individual circumstances, also to family members accompanying the persons referred to above who are not EU citizens, if they have the right to reside in the Republic of Lithuania or another EU Member State;
- foreigners who have been granted refugee status or temporary protection in the Republic of Lithuania, stateless persons who have the right to reside in Lithuania and whose destination is the Republic of Lithuania.

How to apply?
The application for ETD is submitted to the Embassy through the Lithuanian Migration Information System (MIGRIS).
A person wishing to obtain ETD must take the following steps:
Fill in the application for issuance of ETD on MIGRIS, selecting the Embassy of Lithuanian to Ireland as an office to which the application will be submitted. When filling out the application, the person must attach:
- if available, a travel document (passport, ID card) or a digital copy thereof if such a document has been lost, or another available document that includes person’s photo;
- if ETD is issued to a minor child of the EU citizen born abroad, a document confirming identity and EU citizenship of one of the parents shall be attached, and in cases where the child's birth in Lithuania or the EU is not registered – a document confirming the registration of birth issued by foreign authorities, legalized or certified with an Apostille and translated into Lithuanian or English;
Note: In accordance with the EU Regulation on public documents, a birth certificate issued in Ireland is submitted without an Apostille, and instead of Lithuanian translation, a multilingual standard form in Lithuanian issued by Irish authorities may be submitted. A birth certificate issued in Northern Ireland (United Kingdom) must be certified with an Apostille and translated into Lithuanian.
- if ETD is requested for a period longer than 15 days, attach the documents justifying the exceptional circumstances, if available, or a written explanation of the exceptional circumstances;
- if ETD is requested by a non-represented EU citizen, other additional documents requested by the competent authority of the person's country of citizenship shall be attached;
- if ETD is requested by a family member of a citizen of the Republic of Lithuania or another EU Member State, documents or data confirming that the family member is accompanying the citizen of the Republic of Lithuania or EU Member State during the trip shall be attached;
- If ETD is requested due to the loss or theft of a travel document issued in the Republic of Lithuania, the person must declare the document invalid via MIGRIS (if they have electronic identification means) or this can be done during visit to the Embassy by submitting a notification of the loss of the travel document.
Note. MIGRIS application for a minor under the age of 18 shall be submitted by one of parents (unless the minor, who is a citizen of the Republic of Lithuania has already reached the age of 16) or a person, accompanying the minor, who has a notarized consent to travel from his parents. MIGRIS application must be completed by the parent who will come to the Embassy to submit the documents on behalf of a minor.

Photos will be taken at the Embassy. Minors aged 2 and older, requiring ETD, must come to the Embassy accompanied by one of the parents. The presence of minors under the age of 2 is not mandatory. In such cases, a color photograph of the child must be presented, which must comply with the Requirements for photographs for ID documents. |
When issuing ETD, the consular officer must personally identify the person, therefore the following options for collecting ETD are available:
- when visiting the Embassy in person, the issued ETD is collected at the Embassy;
- upon personal arrival at the Embassy, the issued ETD may be sent by post at the request of the person (the cost of postage is paid by the recipient of ETD).
Consular fee
The consular fee for issuing ETD is 30 EUR (cash is not accepted).
The consular fee might be voided in the cases specified in Article 6 of the Law on Consular Fees.
Issuance and validity
ETD is issued no later than within 2 working days from the date of confirmation of the identity, citizenship and legal status in Lithuania, or no later than within 2 working days from the date of receipt of the consent of the EU Member State authority.
The validity period of ETD is determined by considering the duration of the return journey or other important circumstances, and usually it is no longer than 15 calendar days. The validity period indicated in ETD is not extended.
